Perhaps Target has revised their coupon policy?
I went to purchase four of the Kraft Salad Dressing using two $1/2 manufacturer coupon and four $1 Target coupons. The cashier and supervisor refused to honor more than one of the Target coupons because the front of the Target coupon states “One coupon per guest”.
They also stated that coupons had to be uniquely serial numbered. I had printed two on one computer and two on another computer and they all had the same serial number.

Yes the Target coupons changed a few months ago to have that wording. I include only one coupon in my scenarios although some stores here and there don’t have any issue with (2) like coupons. You see above I listed the Kraft Dressing at $.89 and not $.39 because there is only one Target coupon in the scenario.
As far as unique serial numbers I have never heard that. I’ll have to pay attention because I thought they all printed with the same number. Maybe the person was confusing regular printable coupons which do have unique numbers?
