I tested this and it looks like the 10% off will come at checkout. When you click the item you want, it should say something about an extra 10% off on the left side.
Target.com does have a lot of nice storage solutions if you are in organization mode right now. This shoe rack is priced at $26- I added two to my cart and the price dropped from $52.48 to $47.23 at checkout.
The fine print from Target says one item only but I did test two of these and the 10% came off both items.
