You can see Safeway’s coupon policy right here. Most stores will allow you to stack a manufacturer coupon with the store coupons that can be found in the weekly circulars. You will want to be sure to get a club card to take advantage of the sale prices!
Safeway sale prices tend to vary from region to region so you will always want to double check your local ad! Also, I do not have double coupons in my area so your prices are likely much better than mine!

Not listed in the ad, but my cards, MILs card & friend got a price of .99 for Reser’s one lb deli salads. I had 2 x .55 downloaded mQs too that came off making potato salad .45 ea.
There are also printable .55 coupons, which I think would double for those get them making it free!
The .99 price was in my Just4U coupon center, not personalized prices so I’m betting almost everyone got this deal. The .99 price doesn’t appear to have a limit
