That isn’t how it is supposed to go. It is supposed to be the Cartwheel coupon first and then manufacturer coupons are considered a form of payment- just like your debit card or cash so they will come into play after the Cartwheel coupon.
You can always go to customer service to pay if you have problems or call Target corporate directly from a red phone in store.

yes I have a store like that too. When I started couponing they used to make me cry from time to time ;). I am lucky to have 4 stores in my area though so I almost never shop at that one anymore. You might just have to deal with them being unreasonable but at least it is worth a shot to get around uneducated cashiers. Another thought would be to pay at the register and use your cartwheel and do not use any paper coupons. Then go to customer service and say you forgot to give your coupon and here it is– at my store they give me cash for the value of the coupon.
