How do I make this work? When I’ve tried ordering from my computer, I don’t get the deal, even if I pick up/pay in store. Do I need to order in-store? If so, how do people do that? (bring a memory card?)

Beth yes it is in store and you can bring in a memory card or you should be able to print wirelessly from a phone. My ad mentioned that but I have not done it myself.
I checked online and the prints are listed online at $.10 but I have not registered for an account and gone through the entire process. This deal was listed in the weekly ad so you can check that out for additional details.
Charlene, the normal price for a photo print is 0.29 and I couldn’t find the on sale price 0.10 on Target flyer this week. I went to customer service desk of a store to ask and was told they didn’t know. Is the sale on this week flyer somewhere or could be regional? I am in NY. Thanks.
Sue, maybe that is the case. It is listed on the bottom of page 17 in my ad under the Cannon powershot camera and next to the Bose headphones.
