I believe I mentioned in the post that some areas got the coupon? So that means it is regional and not every single newspaper will have the coupon. You should have the $3/3 P&G coupon regardless though so you can get the boxes for $.97 each.

To your point regarding regional coupons-I get two different papers that service the SF Bay Area. One had the Target coupon, the other did not. It happens from time to time. Just backing up what you explained in your post.
I just wish Target would share the LOVE with all of us!!
