I’m no Staples expert, but I think that the 10% off will not reduce Rewards, however using Rewards to get an item producing Rewards doesn’t work.
You can use % off to buy Reward-producing items
or if you spend rewards on an item giving a rebate, the % off won’t reduce your rebate
