I thought the same but just keep going through checkout. Mine was like the second stage or something. It does say free shipping on any order if you click current offers on the homepage so for sure it is available. You might not have gone far enough in checkout.
i feel like if you apply the 15% discount the free shipping goes away, just unclicked the 15% discount and estimated delivery dropped down to $0.
I tested it before adding it and it did work. Maybe they caught it and changed things. It was only 15% off though so the free shipping is probably better deal for most people.
