This Saturday, October 27th from 12PM-2PM, Toys R Us locations will be hosting a free Lego event.
Bring your kids in to receive an exclusive Monster City Mini Pack. Plus they will be able to help build a Lego Monster City as well!
I’m sure the Lego packs will be limited so you might want to get there closer to noon than 2PM.
As always, even though this is in the weekly ad, you might want to call ahead to verify that your local store is participating.

Alison, I am not sure what you are looking at but there is a second promotion for a free vintage mini-collection 5 pack with a $60 purchase. That is a separate promotion.
Is it possible you are confusing the free event with the 5pk collection that does require purchase?
I was reading the photo you have here (right side). It says gift with purchase.

That is the other promotion I mentioned above. You can check the weekly ad from Toys R Us for specific details or just call your store. The image is divided so there are two different promotions.
