It looks like there is another unadvertised gift card offer on Dr Scholl’s items at Target.
This may vary from store to store, but my store has a $5 gift card running when you buy 2 Dr Scholl’s items from 9/23-10/13.
So here is one idea:

Use $2/1 Dr Scholl’s coupons
or Use $3/1 Massaging Gel insoles from 9/16 SS

and Use $3/1 Target coupon (under personal care)
Pay $6.98 and get back a $5 gift card
Final Price: $.99 each
Now that is for the larger insoles but if you just want the heel cushions, those are starting at $4.99 and they were not marked as included in the gift card promotion.
