Nobody has to purchase them.. you just have to register for them. There are additional freebies if someone DOES buy the items for you for some of the brands, but it's a separate form. It does take a lot of time to register & make sure you have the correct products, and I had to mail in quite a pile of printed paper to show I really had registered for the required items, but the items DID arrive, and it's nice items.
